Just Because Your Complex Appears Safe it Doesn't Mean That it Is...

Another lesson in security theater:

This is what is known as security theater, and these off duty law enforcement officers are known as courtesy officers. The complex allows these officers to have reduced rent, knowing that if prospective tenants see the patrol cars there, they will feel that the place is safe. This way, the complex does not have to pay for real security which is far more expensive. Many of the officers who live there are young and new to the force, meaning that they are usually working nights away from the complex when the crimes are occurring. College student are a prime target, because they have nice stuff and are somewhat naive. There is a slim chance that they are armed, unless they are former military going to school on the veterans administration program.
