If the same sheriff passed you in traffic and you were working on your laptop while driving would they pull you over? There should be no double standard, as it is a dangerous practice no matter who is doing it. The sheriff's supervisor needs to tear up that ticket and have a discussion with the officer. One does not magically become super human when they become an LE officer, and being distracted by a computer could get an innocent citizen injured or killed.
