With all of the reality shows on tv such as COPS and others, why are the police angry about being video taped. Is it because there is no royalties paid?

Sixteen years? That is insane. Maryland needs to get it together. Maybe they should go here and get educated about the first amendment:

Every citizen in America with a camera capable cell phone should take every opportunity to record citizen - cop interactions. Let's overload the courts with cases nationwide! Record the cops every chance you get!
They should be thankful we're only talking about "recording" them. Some of us wouldn't have any problem doing worse.
