More suspected terrorists moved to watch lists

Let' examine what the article may really be saying:

Counter terrorism officials have moved the names of dozens of people onto the terror watch list and the no-fly list after reviewing a massive government database of suspected terrorists.

Okay...so they moved dozens.

An intelligence official says the government scrubbed thousands of names in its database after an attempted bombing aboard a Detroit-bound airliner on Christmas Day. Officials focused on people from countries with ties to terrorism.

Ok...so they moved dozens and scrubbed thousands, and now they are "focusing on people from countries with ties to terrorism."

So who were the thousands that they scrubbed? Were they possibly the thousands of American potential right wing extremists that were originally being focused on by Janet N and company?.
