The Boy Scouts....a "paramilitary organization"

A few decades ago, there was a B movie titled "Red Dawn" about the US being invaded by Russia from the north and by some Hispanic nations from the south. Anyhow, there is a scene where the gerbil, kiss ass, sellout mayor (politician true to form) is talking with the military leader who is now in charge from south America. The man says that the mayor's son was involved with a "paramilitary organization" and the mayor looks confused. The military leader then tells him "The Boy Scouts". I laughed when I heard it then, but now I am wondering what in the hell is going on in the world. Take a look at this article from the UK, and don't think for one minute that they won't try it here.
