The use of involuntary suicide bombers is a tactic that might be forestalled in part if the innocent bomb-carriers had another option to "Taking some of THEM with you".
I wonder if they could build a Faraday cage inside each police station, to prevent trigger signals from arriving? With a sign like "Suicide Bombers please stand in THIS line" and the bare minimum of hardening, perhaps with a bit of appropriate scripture to help convince the ignorant that they might not be doomed after all, I think many lives could be spared.
Even if it didn't work, the cops would be better off. (I.E the bomber blows up alone.) Announce payments to the suicide bombers families, and you might get some voluntary cooperation even at the point of death.
Any of these approaches can be defeated by a motivated, fanatical, true believer, but if those weren't already in short supply, they wouldn't be using little girls for the job. I expect that those who, ten years ago, were eager to go to paradise, have already found a way to do so.
I don't think it would be all that expensive to build a phone-booth sized chamber that is hardened enough to limit damages from a bomb-vest, and lined with enough aluminum foil to prevent cel-phone access and/or radio trigger signals from penetrating, and posted with the sort of inspirational messages that would encourage people in their last minutes of life to love their fellow man.
Just a thought.
